I have wood steps built next to my garage, but up over a slope. The slope is washing away under the steps. How do I keep the soil under the steps from washing away again once I fill it in?

Does anyone know how I can adjust my hillside so that water drains away from my house? My house sits at the bottom of a 120 ft hillside at a 35 degree angle. Lot width is 20 ft.

I looked that site over and found something called Juniperus that appears to be what one of my neighbors is using for their front banks (we all have the same problem on our road). http://www.urbanext.uiuc.edu/groundcovers/directory/juniper.html I'll keep my eyes open for some pachysandra...
