The Dominican feature today includes, in its own way, the news that the Pirates signed three Latin American players a couple weeks ago in Santo Domingo: Those players are 18-year-old right-handed pitcher Sadid Frias, the focal point of the piece, and 16-year-old outfielders Eliezer Aquino and Jacobo Espiede.
Some background on the two not featured: Aquino is 6-1, 175 pounds, bats and throws left and projects to a corner outfield spot. Espiede is 6-0, 165, bats and throws right and projects for center. There was no information available on their bonuses, but it is possible they topped Frias' $70,000.
That raises the total number of players signed for 2008 (actually designated as the 2009 class by those in the business) to 10, including five from the Dominican, three from Mexico, one each from Venezuela and Colombia.
One common question I get is about the international period in which these first-time 16-year-old players are signed. It starts July 2 and, according to multiple published articles on the subject, it is supposed to run until the end of August. In actuality, there is no end. If a player is not signed, he remains available. There is no re-entering the pool or any re-draft, if only because there is no draft. A kid can be signed at any point in the year.
